Chapter 40

Ted had no luck following the senator or her chief of security. She never seemed to go anywhere but home or the office. Subsequently, neither did he. Sometimes, he’d step out to pick up lunch for her — he assumed it was for her; he looked too fit for the smorgasbord of fast food that was troughed in on a regular basis. He was good, too, never leaving the car exposed or unprotected. He always parked at the federal facility in Newark, and when he took the car home, it stayed in the garage. From the street, Ted counted three cameras on the front of the house. His chance of getting in and out unseen were nil.

But now, watching him pull up outside the Essex Islamic Center in Irvington was a welcome gift. He drove past and circled the block in time to see the end of the confrontation with the three men on the stairs. He looked cool enough Ted thought, standing there with his gun out. His almost-opponents must have agreed, because he watched them all turn tail and run. When they hustled Waters inside, Ted made his move. He didn’t know how long Waters would be inside but doubted he would drop his load and just leave. Besides, he only needed a few seconds.

Ted readied the device and rushed from his car. Trying not to look out of place was almost impossible, being the only White face in sight. He would normally try to look like he belonged, but his only real concern was running into Waters. He bent and reached up under the rear bumper cover, locating a smooth, flat metal surface. The strong magnet made a loud clack as it secured to undercarriage. Ted got back to his car and drove away. The entire operation had taken him six full days and twenty-one seconds.

From his cell phone, Ted watched Lionel Waters drive the Town Car all the way home. Although he couldn’t tell from the real-time GPS tracker he had installed, he had followed the Waters to the house enough times to know it was tucked safely in the garage. He set alerts to notify him whenever the car was on the move. The battery life was eight or nine days on these units, but he had also installed an extra battery pack in piggyback fashion, doubling capacity. all he could do was hope something would show up within that time, so he didn’t have to do it all over again. Now he could focus on work rather than testing his latest client’s patience by following people on extended lunch hours.

Several days went by uneventfully; just the normal pick-ups and drops-offs. Office to home, home to office, sprinkled with an occasional lunch run for the senator. On the fourth day, Ted was alerted when the Lincoln left the federal garages early and headed to the Short Hills location he now recognized as Art Rubin’s office. He excused himself from the job site and plotted a course to Waters’ location.
