In a situation tainted by ambiguity (your own), the best way is to follow the rules. Ideally, there will be rules that clearly define access, permissions, and the need to know in every business-related case. If these rules do not exist, you should err on the side of caution.Rules and restrictions exist for a reason – They could be wrong reasons, but there is a process that led to the rules being implemented. If you want to solve the wrongness, you should address the root of the problem. Moreover, rules are like software monitoring logic; you add new entries, but you rarely if ever delete old ones. Over the years, you end up with ancient legacy conditions that no longer apply to modern situations, or the reasons for their implementation have long been forgotten. You need take these into context if you want to fully understand and reason the rules through. Similarly, if possible, old rules should be audited and reviewed for relevance and cleaned up to simplify the work procedures.
