2 The first NGO forum alongside a UN inter-governmental conference took place in 1972 at the Earth Summit. Following that, the women’s conferences consolidated the presence of NGO forums at each of the conferences. NGO forums were organized simultaneously with the UN conferences, to provide NGOs and social movements an opportunity to meet and discuss the issues being addressed at the UN conferences.

3 The UN conferences are for government delegations, though increasingly many governments include activists and NGO members as part of their official delegation.
