Directions:
Heat up a pan with the oil over medium-high heat, add onion, stir, cook for a few minutes and transfer to your slow cooker.
Add bell pepper, potatoes, corn, stock, paprika, cumin, salt and pepper, stir, cover and cook on Low for 7 hours and 30 minutes.
Blend soup using an immersion blender, add milk, blend again, cover pot and cook on Low for 30 minutes more.
Ladle soup into bowls, sprinkle scallions on top and serve.
