Antonius now finally felt secure enough in his Triumviral position and with the state of the ongoing Roman Civil War – by late 37 BC Octavianus clearly had the upper hand militarily against Pompeius – to consider an attack on, and conquest of, the Parthian Empire. The aims of the war seemed clear: defeat the Parthian army, oust Phraates and the Arsacid Dynasty and replace them with a new Parthian dynasty and a client king in the form of Monaeses, a copy of the policy that had occurred in Judea and a variation of Crassus’ original plan in 54 BC. Parthia would become a client state of Rome, and in particular of Antonius, further increasing his powerbase, especially with regard to his erstwhile ally and rival Octavianus. In this scenario it was more than likely that Rome would annex the border territories of the Parthian Empire, though we will never know for sure.
