Chapter Seventeen
CIS Safehouse

Duncan was being held in a speedboat behind a rusty shack deep inside the slums of Makoko. The shooter had described the location to Carrie in detailâproviding the name of the speedboat, its colors, and the graffiti scribbled on the side of the shack. He had also given her the names of his accomplices. Considering the location and the circumstances, the insertion of a rescue team would be detected well in advance. The kidnappers would have plenty of time to move Duncan elsewhere within the shantytown.
If they hadnât done so already.
Justin was reluctant to seek the assistance of the local police. After Kayoâs death, he was left with only Carrie on his side. They were tough, but not crazy. Even a stealthy infiltration would most likely result in the two of them being kidnapped, wounded, or killed. The odds were simply against them.
Justin wished Scot was still with them, but he was deeply engaged in his own operation. Justin talked briefly to Scot, and he informed Justin that two of the terrorist mastermindâs associates had been spotted at one of their strongholds. As the three-vehicle convoy had left the area, Scotâs men had moved on the targets. The attack had resulted in the death of most of the terrorists and one of the associates. A second associate had been gravely wounded, but was still alive. Scot had great hopes that the terrorist could be âpersuadedâ to give up intelligence about Malickâs whereabouts.
Justin disagreed with Scotâs tactics. Malick would soon find outâif he hadnât alreadyâabout the attack. He would bury himself even deeper underground. It was true that Scot might be able to extract information from the associate. However, by the time that the CIA team could move on Malick, precious time would have passed, which would allow him to vanish into thin air.
But it was no longer Justinâs operation, so he simply offered his assistance if needed. Scot gladly accepted it, noting that he might, indeed, request Justinâs and Carrieâs help. The CIA team was stretched thin while the terrorist group was deeply rooted, with a vast network of supporters.
Justin and Carrie pored over the files Nailah had e-mailed them, looking for another angle on rescuing the kidnapped diplomat. She had sent them a collection of minutes from meetings, briefing notes, project descriptions, planned activities, and a lot of background materials about CanadaOil and NNPC joint projects. The minutes from Duncanâs meetings with the executive directors of the NNPC gave the operatives a clearer picture.
Duncan was trying to smooth over the relations between the two oil giants and forge a deal. The continuous foreign investment, reaching billions of dollars, reflected well on the work of the Canadian government. It showed its ability to secure new or enhanced markets for the Canadian companies. It also gave CanadaOil a firm footing in the other energy markets in Africa. The bureaucrats, the lobbyists, and the industry would all be well pleased with the results of a long-term deal. On the other hand, the investment was crucial for Nigerian officials also.
