Like the Renown Class before them, completion of the Courageous and Furious Classes fell behind once Lord Fisher left the Admiralty in May 1915. In March 1916, Fisher contended that had he remained in charge of their construction then the Courageous and Glorious would have been delivered by May 1916 and the Furious in July 1916. He stated that they would have been laid down earlier than was the case but for the restrictions placed by the directive that no large vessels that could not be completed before the end of 1915 were to be laid down. This effectively meant that nothing larger than a Light Cruiser could be laid down after the 1914 directive communicated to the Admiralty by the then Fist Sea Lord.
