¼ cup safflower oil
4 beef short ribs (about 1½ pounds)
Salt and freshly ground black pepper
¼ cup all-purpose flour
2 large carrots, cut into ½-inch dice
1 large onion, cut into ½-inch dice
2 ribs celery, cut into ½-inch dice
4 garlic cloves, smashed and peeled
3 tablespoons tomato paste
1½ cups red wine, such as merlot
2 sprigs fresh rosemary
1 sprig fresh thyme
1½ cups low-sodium beef broth, plus more if needed
1 pound dried penne pasta
6 fresh basil leaves
