The only late document I have seen that suggested that participation in the struggle could be a legitimate factor in distribution of the fruits of the struggle was a statement by the mayor of Wuhan, who said that nonagricultural laboring people (who would not otherwise have been eligible) might be given a share in the fruits of the struggle against the landlords if they had helped the struggle.
