Impact Evaluation (Long-Term Outcome Evaluation)

An impact or long-term outcome evaluation is used to determine the effects or changes a program caused that would not have happened without the program (Gertler, Martinez, Premand, Rawlings, & Vermeersch, 2011). It’s used to determine how effective a program is at reaching its goals and at bringing about wide-reaching changes such as those in disease risk, morbidity, and mortality that persist over time (CDC, 2012a; SAMHSA, 2012; UNEG, 2013).

An impact evaluation is most appropriate when:

a program has been in place for a while (at least 12 months) (International Rescue Committee, 2018).
