Given that Sudan has the highest GDP of the countries featured in this paper, one would expect that it would spend a higher percentage of its GDP on education. However, for the years in which data is available as indicated in table 23.5, Sudan spent no higher than 2.2 percent of its GDP on education generally. No figures are given for Tertiary Education, leaving one to conclude that tertiary education is included in the education expenditures.
