try making an impartial observation before it gets to that point: “I see it’s nearly dinnertime and you haven’t started your homework yet.”

try delivering a natural consequence: If he doesn’t finish his homework in time, he’ll have to deal with his teacher’s reaction. Simply say something like, “That’s between you and Mrs. Borg.”

try using the minimalist approach: “Sean, homework.”
