- Gaddafi has invested a percentage of his state’s oil revenues into neo-fascist pro-Palestinian groups.

- Gaddafi’s affiliation with fascism is a result of his relentless, rabid anti-Semitism.

- Gaddafi is a neo-fascist as well as a Marxist supporter.

- As a supporter of the Left, he serves as a conduit for the Soviet-backed guerilla insurrections through the third world. Soviet tanks, arms, planes, helicopters and Gaddafi’s money are transported via Libya to Marxist regimes, terrorist groups, PLO’s, Cuba, Algeria, and African rebels.

- Libya is the site of installations and special training for terrorist camps, organized by the Soviet KGB, to train Libyan and international terrorists and assassins. Ten camps have been identified within Libya. The list will follow in another cable.

- Castro’s and Ceausescu’s security guards assist in the overseeing and training at these camps. Gaddafi invests hundreds of millions of dollars in cash. All of this remains consistent with the policy, authorized in the Soviet Union, to increase support to terrorism by 1000 percent.

- Dept. of State recommends you go from Budapest to Bucharest to impede these connections and offer economic incentives to those involved. To be discussed when we meet in Bucharest. RICHARDSON
