Riyad picked up a round piece of flatbread and spread soft cheese onto it. After taking a bite, he set it down on the plate before him and reached for a handful of olives. Looking out over the sea, he exhaled in satisfaction. The early morning sun danced across the waves and the breeze carried the fresh scent of the water to him as he ate his breakfast. He would miss this, he thought suddenly. He enjoyed the warmth and passion of the Mediterranean. All that waited for him in Bucharest was cold weather and morbid history.

And power, he reminded himself silently.

That was why he was doing all this, after all. Bucharest may not be his favorite location at the moment, but it was by far the most lucrative. Once he’d taken over Vali Melnik’s organization, he’d be well on his way to controlling a large part of the Eastern European section. From there, he could only go up.

Riyad sipped his strong coffee. That was where he and Masha’al differed. Where his cousin had always been focused on upholding and pursuing an ideology, Riyad had only ever wanted the power. And he was about to realize his dream. If it meant relocating to Bucharest, away from the reach of Mossad, so be it.

Not quite out of reach, he reminded himself with a quick frown. They had gone into Romania for Melnik. There was no reason to believe that they wouldn’t do the same for him. His lips tightened and he reached for another flatbread. If they did, they wouldn’t find it so easy this time. Melnik had become sloppy and careless in his security, a mistake Riyad would not make.

The door behind him slid open abruptly and he turned his head, raising his eyebrows questioningly when Rafiq stepped onto the balcony.

“You’re up early,” Riyad said, turning his attention back to his breakfast. “Have you eaten?”

“I got something on my way here,” he answered. “I’m sorry to interrupt your breakfast.”

Riyad waved him into a seat. “Have some coffee, then. There’s an extra cup.”

Rafiq sat down and reached for the coffee pot.

“Your cousin just posted another video,” he said, pouring black liquid into the spare cup. “It went up an hour ago.”

“Is that so? Is it another rant against the oppression of Western democracy?”

“Worse. He states that the collapse of the United States is imminent. He claims to have people in Washington, DC, who will be part of an international coordinated effort to spread chaos and burn...oh, you know his rants. I don’t need to tell you his threats. They never change.”

“No they don’t. And yet, he’s proven that he can make good on what he says,” Riyad said. “If he says he has men in Washington, then he does.”

Rafiq sipped his coffee and set the cup down, frowning at him across the table.

“Masha’al is out of control,” he said bluntly. “He needs to be stopped. We’ve worked too hard to foster relationships in the States, and he’s busy making plans to destroy all of it.
