I’m not going to completely discount this tale, because, as noted, there are seeds of historical data peppered through the text and the Lukan author may have had access to texts that were left to rot, or deliberately destroyed, or cut up to be used any way they chose. The point is, the above text may very well describe some of the events and conditions Paul met when he arrived in Rome as possibly recorded by a companion.
