Letâs say weâre taking the laws weâve written out and presenting them to the body of people weâre intending to govern. How does that work? Do we just show up and say, âHere are some new laws. I have six council positions available. Who do you want to vote in?â

I read the message through four times. Each email had been getting harder and harder to write. Not because I didnât have questions, but because phrasing them in a way that wouldnât make Nikki develop a Cindy-like suspicion became more difficult as we got down to the tiny details.
I added, Some of the people involved like to argue over petty things, and I want to make sure they donât have a reason to hold the action up.
âItâs the best I could grab.â
I tapped send and shoved my phone into my pocket as Devon handed me a wrap. I was still trying to avoid reading the dozen or so messages from my parents where neither of them mentioned what had happened but both seemed to be very concerned with how I was doing and when Iâd have time to talk.
âThanks.â Iâd been left to stand with our suitcases while Eric tried to arrange transport, which I hoped made him regret ditching Cindy, Devon went to find food, and Elizabeth went to buy a guidebook, which I know sounds weird but was actually really important.
âIs it lazy if I really hope the books are near a port?â Devon said. âOr at least an airport?â
âIâm sure they are. Theyâd have to be. How else could you move thousands of books?â
I ate my wrap, watching the other people on the dock being herded into cabs. Some of them were tired, others excited, a few super angry about something. But I was willing to bet none of them were in the process of overthrowing an evil regime and forming a new government.
My phone dinged with a new email from Nikki.
Hi Bryant,
The player in me says youâre the DM, you make the rules.
But if you want to go for realism and practicality, it would depend on how youâd taken control of the area. If youâve won a battle, then as the conqueror, you have seized the right to lay out a new code of law. If youâre trying to peacefully change things, you would have to put your constitution out there and let the people vote.
In my experience, taking the area by force would move things along more quickly.
