To get anything accomplished, you need to tighten up your availability and set boundaries around your time. While you can't ignore your superiors, you can certainly refuse to be overwhelmed by everyone else.
First of all, learn to say no effectively: simply don't let people talk you into surrendering pieces of your time. Once you reach management, one of the first things you need to say no to is an "open-door" policy. While it sounds good, it'll kill your productivity to have people constantly bugging you. If your position warrants it, there should be at least one layer between you and the rest of the company: a personal assistant (or assistants) who can limit direct access to you while handling the minutiae of running your office. That's one of the reasons command structures exist: so the people at the top can do their jobs without being distracted by minor things.
