KEY COMPONENTS OF CULTURAL COMPETENCE TRAINING

The key components of cultural competence training for health professionals should include overall objectives as to what is intended to be accomplished through the trainings. The next step should be to provide an overview of the importance of cultural competence, including a discussion of racial and ethnic disparities in health care as well demographic changes in the United States (racially, ethnically, and linguistically). After this overview, relevant knowledge-based terminology pertinent to cultural competence should be defined, such as ethnicity, race, culture, stereotyping, cultural sensitivity, cultural competence, linguistic competence, and cultural nuances.

A glossary of terms should be provided for review and future use by health professionals in their cultural competence training packet (see Appendix IV). An overview and detailed information regarding the minority groups in America as identified by the Office of Management and Budget should be provided, with a focus on those groups primarily served by health professionals. Determination of groups served should be made based on demographic data that is collected about the customers/clients/patients served.

Relevant exercises and case studies involving role play and discussion on key issues pertaining to cultural competence and health care should be included. Information should also be provided regarding the proper use of interpreters, including who should be used (trained interpreters either in person or by telephone) and who not to use (family members, children, untrained interpreters, bilingual staff). The use of the latter may lead to misinterpretations, inclusion of personal opinions in the interpretation process, and violation of confidentiality.

Ultimately, within the context of the training, cultural competence for specific health professionals should be discussed. Emphasis should be placed on the importance of diversity and the distinct difference between the terms “diversity” and “cultural competence.” Training should emphasize the integral nature of cultural competence in regards to career development, because having knowledge and insight regarding cultural competence is an enhancement of skill sets for health professionals. Table 8-1 provides examples of modules and topics that may be included in cultural competence training.
