1. Preheat the oven to 375°F. Spray a 9 × 9-inch baking dish with cooking spray.
2. In a large skillet, heat the oil over medium heat. Add the onion, chopped jalapeño, and chipotle peppers and cook, stirring frequently, until the onion is tender, about 5 minutes.
3. Add the cream cheese and heavy cream and cook, stirring occasionally, until the cream cheese has melted, about 1 minute. Stir in the enchilada sauce and shredded chicken and mix well.
4. Place the tortillas side by side in the prepared baking dish and spoon the chicken mixture over, spreading it evenly. Scatter the cheese over and top with the jalapeño slices.
5. Cover with foil and bake for 15 minutes. Uncover and bake until the cheese has melted and the dish is piping hot, about 15 minutes more. Garnish with cilantro and serve.
