Four dots flash, one after another, at the four corners of an imaginary square. You construct two different motions. If the flashes and ISIs are longer, then you construct straight-line motions from 1 to 2, then 2 to 3, 3 to 4 , 4 to 1, and so on. But if the flashes and ISIs are shorter, then you construct one continuous smooth motion in a circle. These are quite different constructions. The first has straight paths and sharp changes in direction, the second has one curved path and no sharp changes in direction. Which you choose is, for reasons not yet known, entirely a matter of the timing.
How you construct rotations depends on the context. In 1929, Karl Duncker placed a light on the rim of an unseen wheel, and then rolled the wheel. You see the light not as rotating, but as bouncing something like a ball:
