Owen Whyte hadn’t touched the brakes on the 2014 Triumph Phantom Black Bonneville since the Rahway Exit outside New York. With a flick of his wrist, he gassed the motorbike and felt it surge. The wheels tore up the New Jersey Turnpike.

The Triumph was a source of pride. He kept it under a top-of-the-line cover in a storage space in Jersey City that he could reach from Javits in one quick Path ride. Since the shooting, he’d been out twice to the small compartment with the loaded workstation to dabble with the multipoint sequential electronic fuel injection. The smooth acceleration proved that his handiwork had paid off: he was pleased with the results.

Earlier that day, he had searched public records for the Philadelphia properties of Dartanian Velk. The first had been purchased on July 1, 2003 and sold a year later on August 5, 2004. His eyes scanned the house’s details.

Through the Multiple Listing Service, the bedrock of any real estate agent, he found that Velk had paid $710,000 for the property and sold it a year later for $945,000. That represented a significant increase in the home’s value in only one year. It was an exceptional flip, but Velk could have used the mortgage terms to his advantage as the housing market was building to its peak.

Opening a new browser, he had looked up the address on a map. The house was within the city limits in a neighborhood near Philadelphia’s famous art museum and the Schuylkill River. A street view showed a three-story townhouse with a broad stair and a red front door. It was a nice-looking place and a good-sized home for a senior police officer. But had it been worthy of the big payout on the flip?

He leaned back and stared at the photo. Given the market, the price he received for the sale of the home could have been legitimate.

But moving from $945,000 to a $3M Los Angeles home was a steep climb. Velk would have had to make an absolute killing on his second Philadelphia home.

Owen returned to the Multiple Listing Service site to track down Velk’s second Philadelphia home. It was located in a suburb of the city called Penn Valley. The street view from the map showed a stately two-story Tudor with a curved driveway.

Alarm bells pealed in Owen’s mind.

It had been the weekend of March 14-18 that U.S. Treasury secretary Hank Paulson and Fed chairman Ben Bernanke had brokered a deal with JPMorgan to purchase Bear Stearns and bail out Wall Street. Foreclosures had littered the country. What were the odds that Velk had been able to close a deal just prior to that week that netted a roughly 270 percent increase on his home’s value?
