The social cohesion problem is a question of opportunity, and the perception of a gap between what is available to the majority, and the elite. The destructive potential of many modern technologies is as great today as it was before the Sudden War, and must be restricted. However, such technologies are also productive. Thus the majority will justifiably feel that those permitted access to such technologies are afforded rights and privileges they are not.

Therefore, the majority must be kept blind.

“My damn agency.”

“I thought you were an ex-Far agent,” said Raphael. Now she was the one throwing his words back at him. He ignored them.

“For how long? Fen has got to be, what, thirteen? Fourteen? Even fifteen? Which means this was happening when I was an agent.’

“Maybe even before, considering how long it must take to prepare an operation like that; and who says Fen was even the first?”

This was Serinda. Grey had come to realise that she was more than just a medic in the Forever Fallen. She was always where Raphael was, listening, and very occasionally interjecting. And even when she wasn’t directly participating in a discussion, Raphael was clearly paying attention to her. A simple nod of Serinda’s head could make Raphael concede to someone’s request where she had been reluctant a moment before, a shake make her refuse outright.

She clearly valued the other woman’s opinion. At times, though, Grey thought maybe there was more to it than that. Raphael’s eyes took on a certain softness when she looked at Serinda, a softness that wasn’t there for anyone else.

None of which mattered at the moment.

“The whole time I was an agent they were experimenting on kids,” Grey spat. “We’re meant to help make the Aether safe for people, but we were turning kids who use it into weapons.”

“The Far Agency is big. Lots of different sections and divisions doing different things. Maybe you made a difference,” said Serinda.

Raphael flashed a glare at her, just for a split-second.

“Don’t defend Far just because you feel sorry for him,” she said. “You know what Far is capable of. You know what they’re all capable of.”

Serinda gave a tired nod, unwilling to argue, and closed her eyes again.

He’d returned to the Forever Fallen from the Waste a few days ago, and stayed with them since. Raphael he met only a handful of times after his return, with Serinda keeping him updated on how Fen was doing. The boy was recovering, but it would still be some time before he would be allowed to move. He was talking, at least, though Serinda insisted Grey only discuss his general health and other light topics when they spoke.

This was difficult, considering the boy’s health currently included a gut-wound, and his life had been hardly an easy listening song. Fortunately, they had movies to fall back on.
