At the beginnings, the Tribunal had three offices: one administrative base in New York, an office in The Hague for the prosecutor (who was also prosecutor for the ICTY that was based there), and another office in Kigali for the deputy prosecutor and his attorneys and investigators. A little later, the Tribunal would have its headquarters in Arusha, Tanzania.7 So the Tribunal had three, and then four, offices.

As it was the beginning of the Internet, the Tribunal’s work depended mostly on telephone and fax, operated by satellite, hence very randomly. Moreover, on several occasions the registrar refused to pay the phone bills of the office of the prosecutor in Kigali and categorically forbade employees to pay them with their own money, which of course resulted in service interruptions, paralysing all work. That did not prevent him from ordering the tapping of the office of the prosecutor in Kigali, including investigators and lawyers, and demanding to be sent a copy of everything that was faxed from that office. According to some, this tapping and the leaks that resulted had the effect of paralysing or undermining several investigations, and even allowing some potential defendants to be warned of their coming arrest thus enabling escape.
