Stating Assumptions

One of the critical steps at the outset (and actually at any juncture in the planning process) is the stating of assumptions. Assumptions might be made considering the players involved in the local healthcare arena or about certain healthcare “facts of life.” Assumptions also should be stated with regard to the nature of the market (and its population), the political climate, the position of other providers, and other factors that might affect the planning process.

Some assumptions can—and should—be stated at the outset of the planning process. Others will be developed as information is collected and more in-depth knowledge is gained concerning the market, its healthcare needs, and available services. Although assumptions will undoubtedly be refined as the planning process continues, it is important to begin with general assumptions. For example, “Managed care will continue to exert a major influence on the local market” or “We’re number four in market share and there is no way we will ever be number one.”
