92. Stergios Skaperdas and Constantinos Syropoulos, “Gangs as Primitive States,” in The Economics of Organised Crime, eds. Gianluca Fiorentini and Sam Peltzman (Cambridge: Cambridge University Press, 1997), 62. Recent research examining thirty criminal organizations in Medellín, Colombia, concludes that “states operate in an uneasy duopoly of coercion, rule, and taxation with urban gangs.” Under this model, the government and the gang represent “two firms selling differentiated but substitutable services.” Intriguingly, the researchers note that for most gangs the income from extortion is “modest,” and a “more important motive for governing” rests in the hope that “providing order wins the loyalty of the residents,” which in turn “helps protect the gang’s physical security and illicit income from competitors and . . . police.” Christopher Blattman, et al., “Gang Rule: Understanding and Countering Criminal Governance,” pre-publication, SocArXiv Papers, https://osf.io/preprints/socarxiv/5nyqs, accessed February 5, 2021), 40, 3, 17–18.
