Summary

We began this chapter with a discussion about how study participants responded to our fourth higher education-based survey question, an item which asked survey respondents to consider—in an ideal world—what should be prioritized for student-directed funding by the public universities of their state: needs-based aid (based on family income) or merit-based aid (based on student academic performance). The general findings related to the entire sample—where almost half of all participants reported that merit-based aid should be prioritized over needs-based aid—was exactly the opposite finding that we had expected. Next, we presented a brief rationale regarding the significant difference that was found regarding the demographic variable of age, equating it to similar findings reported on the first survey item regarding the allocation of taxpayer monies. We also discussed the significant differences found regarding the political variables involving party, orientation, and predicted voting behavior in 2020. We noted that these results were consistent with the progressive and conservative positions situated within the national dialogue currently taking place on higher education topics.

The remainder of this chapter covered several topics that provided some contextualization of these findings, including a comparison of the original intent of the financial aid programs—to increase access to colleges and universities for those who could least afford to attend—versus the growth in merit-based aid; the evidence suggesting that the increased availability of merit-based aid is creating greater inequities inside of the university in terms of race/ethnicity and socioeconomic class underrepresentation; and the more pronounced effect of needs-based aid on student success in comparison to merit-based aid. Further, we also discussed how loans have overtaken grants in terms of distributing needs-based aid, the use of the concept of deservingness to explain differences in state-level decisions about merit-based and needs-based aid, and the initiation and progress of the ATI. Taken together, we hoped that the public’s greater understanding of the dynamic tension that exists between needs-based and merit-based aid would provide citizens with the increased opportunity to make informed decisions about where and how they would wish for public universities to prioritize efforts to provide financial assistance to students.
