Postscript, 1974

The elections of October, 1973, which were held on schedule, may mark a watershed in recent Turkish politics. For the first time since the beginning of multi-party competition, the Republican Peoples’ Party, now under “left of center” leadership, received a plurality of the vote (see Appendix D to this chapter). Furthermore, a new religiously-oriented party, the National Salvation Party, representing the Islamic populism and egalitarianism of Turkey’s small businessmen and craftsmen, received 12 percent of the vote. The R.P.P. and the N.S.P. went into coalition to form the new government under the premiership of Bulent Ecevit, the “left of center” leader. What had seemed the eternal verities of Turkish politics had shifted sufficiently so that the party of Atatürk, historically the party of secularist reform, could work with a religiously-oriented party on the basis of a similar outlook on economic affairs — or, at any rate, a common opposition to domination of the economy by “big business.”

Whether the coalition will prove to be a durable one remains to be seen. Its formation required three months of difficult negotiations. If it does survive, the kulturkampf between religion and secularism may well recede from the prominent place it has held in Turkish politics and economic questions may become more salient.

However, I must now turn to what appear to me to be the hazards of such speculations about the future.
