The asymmetries are even greater when it comes to the potential use of military enforcement measures, given the concentration of force projection capabilities in a small handful of northern countries. This compounds perceptions that R2P â at least when a large and technologically sophisticated military response is required to protect populations â is inherently biased toward powerful countries. But, as we have argued throughout, these are the least likely R2P contingencies and there is little reason to believe either that major military powers are eager to intervene militarily for R2P purposes or that they have been especially receptive to embracing R2P principles and responsibilities.
As underscored at the outset of this chapter, the quest to build R2P communities of commitment and practice is still in its early stages of development. But the direction is clear. R2P is gradually becoming a more inclusive and global phenomenon. Its core principles remain inviolable, but the means to forward them have become more diverse and layered. The critiques from the global South were largely taken on board both at the 2005 World Summit and in the Secretary-General's implementation strategy of 2009. Despite continuing controversies, R2P is becoming less of a NorthâSouth issue as countries large and small, wealthy and poor, seek to find better means of preventing mass atrocity crimes and protecting vulnerable populations. This is coming to be appreciated as a global challenge. Just as importantly, the efforts to put R2P into practice in scores of situations since 2007 have tended to confirm and reinforce the recasting of R2P concepts and principles to make them more workable in practice, not just more politically palatable in the debating halls of the United Nations.
