What the State does and what it knows is “privileged”

The State jealously guards its knowledge: its history, decision-making, and “sources and methods.” While it generally gives lip service to the importance of transparency, in practice it fights to keep as many of its activities secret as possible—and it has only become more insistent on this in the decades since World War II, when warfare became more technological and capitalism more tightly enmeshed with the war machine. Secrecy is necessary for the State to meet three objectives:

• to protect the elites from being held responsible for their actions;

• to keep the State’s decision-making opaque, which keeps the public befuddled and prey to distracting conspiracy theories; and

• to control the State’s own narrative: the “story” the public receives of what the State does and why it does it.
