Although the main topic was the Virgin Lands, other virgins were also targeted.47 Khrushchev revealed that he was the one who proposed to Stalin the 1941 tax on single citizens, explaining that such a tax system was a necessary form of intergenerational financial justice.

We have people who neither marry, nor have children after marriage. For the moment, we will not discuss why they don’t. In any case, such people exist in our society, and they are taking advantage of all of our public weal. They will get old. We might ask, “who will take care of them when they can no longer work?” Of course, the answer is, those very young people who are being raised by our marvelous mothers with many children. That is why Comrade Stalin proposed to provide support for large families. At whose expense? At the expense of those who live without thinking about tomorrow.48
