When evaluation research was in its infancy in the United States, randomized experimentation was considered to be the outstanding solution to the impact problem in public policy and program evaluation. Its capacity to distinguish programmatic from nonprogrammatic effects was thought to render experimentation a unique strength among available designs for data collection. Randomized experiments, however, raise heavy demands on the framing of government programs. Reforms and other political program packages can never be rapidly and fully initiated across the country, but must first be attempted as small–scale tryouts with experimentals and controls. Assuming for the moment that some provisional tryouts under randomized conditions are possible and desirable in government, even the most ardent supporters of experimentation have to concede that not even this presumable paragon among research designs can unequivocally solve the causality problems of the social world. Human consciousness, our power of self–direction and self–monitoring, is a problem to experimentation.
