Among these measures, the most prominent is building a âharmonious society,â which means the establishment of a society featured with âdemocracy, the rule of law, equity, justice, sincerity, amity and vitality.â38 This is not just a symbol of the Beijing regimeâs change and drive towards building a more open and civilized society; it is the most concrete evidence revealing Beijingâs determination to solve those social problems. To be specific, it not only means a shift from the elitist approach of the earlier administration, but it also symbolizes the âsoftnessâ of the new administration aims to help the lower class of society and reconcile the growing tension between social groups in China. This policy is designed to address the social inequality created over the course of the reform and distribute the social wealth and benefits of the reform to every class of the society, especially those who are left behind such as farmers, migrant workers, the urban unemployed and poor.
Beijing is certain that the CPC will legitimize its rule at home and abroad if these goals can be reached. The achievement of success will be able to raise the prestige of the government and the Party, and will eventually enhance the image of the country as a whole. Because of the interlaced nature of international politics and domestic politics, domestic policies have great significance as well since any of Chinaâs soft power has to be built on the basis of good domestic politics and a harmonious society in which its citizens can enjoy democracy, freedom and prosperity.
