This is because the core stack doesn't exist.

Checking by TAG doesn't show enough information, as we can see here (try to find out which check failed exactly. The first thing it looks up is the TAG function logs.), but it can help us to prevent failures before the StackSet operations initiate, thereby protecting us from unexpected downtime.

What we also must remember is that TAG is only done during create and update operations and not for the deletion of stack instances.
