Measurement of Cambodian Intensities of Combat

The most important variable in determining ammunition expenditures was the intensity of combat. Obviously, the same variables used to measure combat intensity in South Vietnam obtained for Cambodia. In Vietnam, the problem was initially one of curtailing artillery ammunition expenditures, and the measurement formula was developed to assist with that. The RVNAF had good combat data; in fact, we had a data card on every incident generally within forty-eight hours of its occurrence. However, in Cambodia we had to develop a data collection system to obtain basic casualty and incident data from each Cambodian military region on a weekly basis. Using the same combat inputs as for the RVNAF formula—that is, the number of contacts, the number of attacks by fire, and casualty data—we developed the following formula to give us a rough handle on combat intensity and therefore ammo expenditures:
