Data input will improve over time, particularly if each partner agency commits themselves to a strategy for using information which:

Circulates the information gained widely within the participating agencies

Provides interpretation of the data which exposes the criteria for judgements being used

Supplements the conclusions drawn from quantitative data analysis with performance reviews and quality audits.
