Focus on Areas of Consensus.67 Opinion polling has revealed several areas in which there is bipartisan consensus for gun regulation. More than 90 percent of Democrats and Democratic-leaning Independents and 85 percent of Republicans and Republican-leaning Independents support laws prohibiting persons with mental illness from buying guns. Tying this consensus to widespread concern over the prevalence of suicides in cases of gun violence could help build consensus establishing stricter gun-purchasing regulation. A second area of consensus is closing the loophole that allows gun purchases at gun shows and in private sales without background checks. Ninety-two percent of Democrats and 70 percent of Republicans support such a measure. This demonstrates that the public understands the need to balance gun rights with government responsibility to protect public safety.

Polls show that up to 60 percent of Americans consistently support stricter gun laws, particularly in the wake of mass shootings. Large percentages are concerned about gun violence. Narratives created by lobbyists often mislead public perceptions about what is politically viable, but recent polling demonstrates that there are in fact areas of consensus. This consensus, together with the history of constitutionally acceptable gun regulation, demonstrates that additional regulation is feasible and necessary.
