Not only arbitrariness, however, but also contingent physical factors and circumstances based on external conditions [§200] may reduce individuals to poverty. In this condition they are left with the needs of civil society, and yet-since civil society has at the same time taken from them the natural means of acquisition [§217] and also dissolves the bond of the family ... [§181] they are more or less deprived of all the advantages of civil society, such as the ability to acquire skills and education ... as well as the administration of justice, health care and often even the consolation of religion.72
