If it is an existing product, this should be enabled by refactoring what is needed to fully automate CI/CD.

If it is a new product, a skeleton app is created which typically has bare minimum code and can be achieved in short time. Bare minimum code such as a Sample Controller, Model, View with Unit Tests, Extreme Validations Simulator, CI/CD process, Documentation Tools etc.

This involves figuring out source code and branching strategies, automating building of app thru continuous integration and continuous deployment process, setting up running of automation test suites, enabling deploying of the artifact to test environment automatically, running extreme validation/system tests on deployed setup and automating generation of pretty documentation from source code and documentation help files.

This will ensure speed to market from the time the change is introduced to the time it is deployed.
