TEACHING IN CHINA AND SHANGHAI
IN 1993 CHINA ESTABLISHED an all-encompassing Teachers Law (Link 5-1) and declared teaching a âprofession,â echoing many international education experts who described teaching as work that required a specified body of knowledge, a set of agreed-upon skills, and the ability to make sound judgments during the course of daily interactions with students. With this professional status defined in law, teachers in China must meet specific criteria and pass an exam to acquire a teaching certificate. In addition, teachers in China are expected to embody and explicitly teach students personal health and well-being, the moral tenets that are held within the culture, and the ideological expectations of the Peopleâs constitution based on Communist political principles.
The following sections describe the cultural view of teachers within China, the specific expectations for teachers encoded in Chinaâs laws, how school structures shape teachersâ work, the policies for how teachers are prepared, and a description of the current teaching population and recruitment efforts. In policy, we see a similar pattern for governing teachersâ work as we saw in the overall educational system policiesâan initial focus on establishing a system with criteria and regulatory controls, a move to ensure quality within the system, and then more focus on equitable distribution of teaching resources nationally.
