In a response to Hanushek, Greenwald, Hedges, and Laine (1996b) noted the following:

All of this necessitates an understanding of how money matters in education. However, before this is addressed the fact that so many children attend schools with limited resources demands that policymakers examine empirical evidence about the question of whether money matters. Our findings, which demonstrate that money, and the resources those dollars buy, do matter to the quality of a child’s education [sic]. Thus policies must change to ensure that all children have sufficient resources and [original emphasis] that incentives to spend those resources wisely are in place. Even Hanushek now appears to concede this point. (p. 415)
