Data required within the organization are directly tied to the levels of goals mentioned previously. Although some data are needed at all levels within a district, all data are not needed at all levels. Choosing the appropriate data assists in making data analysis valuable, yet manageable.

The layers within the organization pictured in Figure 4.4 are connected to the district, yet all require different data. In order to make an efficient and effective use of time and talent, decide the layers of data needed by various levels within the organization. Define the purpose of each data-analysis session. Provide data that are directly related to the specific layer of the organization, and include information that will guide action planning. Have additional data available in case they are needed.

When data are reviewed for district purposes, the analysis needs to include broad, district-level information. The analysis needs to give a complete picture of district performance. This process would likely include the performance of each school, but detailed student information would not be needed for this evaluation.

Schools need to have a good understanding of how they compare to other schools in the district and how their performance affects that of the district as a whole. More important, schools need to have a complete compilation of their own specific information, including grade-level and subject-area results. Grade-level and department data will be more specific to the classroom and need to include detailed student information.
