The development of statewide community long term care programs as a result of legislation has its strengths and weaknesses. On the positive side, legislation helps to make program goals and objectives explicit and institutionalizes the reform strategy. At the same time, it establishes a formal framework for program development and operations. Likewise, the program’s legislative constituency can be very supportive in facilitating desirable improvements and fostering further growth. However, the legislative base can also be a drawback, in that needed changes in the law require a great deal of time and effort to achieve, even with the support of key legislators.
