The president of the US Council on Competitiveness Deborah Wince-Smith at the annual conference opening on HPC Conference in 2004 clarified: “The country that wants to outcompete (author’s note: dominate in cyber, marine, space and air space) must outcompute.” As S.M. Abramov, Director of the Program Systems Institute, rightly noted: “Supercomputer technology is the key critical technology and the only tool that gives an opportunity to beat the competition.” It does not matter in which economic sector the competition goes, the citation pertains to the manufacturing, mining, and processing industries and also for the purposes of state and military administration, national security, and developing technological innovations in cybersecurity. In this way, the immediacy of developing exaFLOPS calculation is practically demonstrated as well as its significant academic and applied relevance.
