Grove City College Civil Rights Law
Another big liberal triumph in the 1980s was the passage of the âGrove Cityâ civil rights bill.21 This law not only aided the rights of blacks but also the rights of women, the handicapped, and others.
The conflict developed over the Supreme Courtâs decision in Grove City College v. Bell that held that only the program of the organizational unit receiving federal aid was covered by antidiscrimination laws and not the whole institution. The case grew out of the refusal of Grove City College to comply with antidiscrimination laws. The college received no federal assistance except that some students received financial aid. The Court ruled that the college did receive federal assistance, but only the financial aid program was covered by the antidiscrimination law. The new law overturned the Grove City decision by making certain that the whole institution must not discriminate if any program within the institution receives federal aid.
The Grove City law provides another good example of the strength of the liberal civil rights forces over the conservative forces. President Reagan strongly opposed the bill and worked against it. Reagan and many conservatives argued that it would significantly expand the scope of the federal government into many individualsâ lives. Despite their objections, the House and Senate voted overwhelmingly for the bill. President Reagan then vetoed the bill. In the override vote, Reagan was soundly defeated by a vote of 292â133 in the House and 73â24 in the Senate. Almost half of the Republican senators (21 of 45) opposed Reaganâs position.
