For community members aligned with Carla’s patronato, state-backed tourism development policies were bound up with the erosion of collective property regimes, and in that way, they presented real threats to collective survival. And yet projects like Indura are heavy with ethical contradictions, precisely because of their potential to generate employment opportunities and infrastructural improvements, including paved roads, potable water, and electrification—improvements that are widely coveted and which some community members view as modernization. How, then, can Carla and the land defenders, who are staunchly opposed to megatourism developments, articulate a political vision that is in favor of both autonomy and progress?

Finally, it is necessary to analyze the contradictory ethical standings of Garifuna, or what Faubion (2010) terms “ethical complexity.” With reference to the prospect of mass tourism in Tela Bay, Nancy—the Garifuna hotel owner I introduced in the opening vignette—said:

On the one hand, land sales are bad, because our children will not have a place to build their houses. On the other hand, maybe it can be a way to generate employment . . . so that people from the community could stay here and work, without having to take the risk of moving to San Pedro Sula or Tegucigalpa.

Nancy was not in favor of land privatization per se, nor was she wholly against development, which she acknowledged had the potential to generate jobs. She maintained hope for the promise of tourism but fretted over the implications for future generations of Triunfeños, particularly their ability to subsist on the lands they inherited from their ancestors.
