Pension Scheme for Public Servants

A public servants' pension scheme had already been introduced during the British rule, that is, prior to 1947. Entitlement to pension is fixed in terms of the length of service, and/or the retirement age. Under the former, anyone who worked as a public servant for at least twenty-five years was entitled to a pension for the rest of his life. Similarly, a public servant reaching the age of 57 years—which is the current retirement age—becomes entitled to a pension.4

Previously, a pension used to be given to retired government employees until their death. In 1991, this scheme was revised and provision was made so that the widow of the deceased public servant also becomes entitled to the same pension until her death—provided she herself is not entitled to any pension of her own and is not remarried (GOB, 1994).

Government servants are entitled to one of the four different types of pension schemes—normal/superannuation pension, compensation pension, invalid pension and optional/retiring pension. As already noted, a government servant—as also persons working for various public sector corporations covered under the pension scheme—becomes entitled to a normal/superannuation pension once he/she has reached the age of 57 years.5 Normally, no one is allowed to work beyond this age. Under special circumstances, extension is provided to a retired civil servant for a definite period of time.

A person is entitled to invalid pension when he/she is declared medically unfit to perform normal official duties. The benefits such persons are entitled to depend on the length of service rendered. A public servant is entitled to a compensation pension when his post has been declared redundant, and/or the person concerned has been asked to retire even prior to reaching the normal retirement age.6 Finally, a government servant, including one working for semi-autonomous bodies, becomes entitled to an optional/retiring pension once he/she has served the government for at least twenty-five years. The pension benefits derived are the same as for normal pension.
