Social welfare priorities
As with planning for education and health facilities, the tortuous question of priorities confronts social welfare programmers. Decisions as to the priority to be given to social welfare within the plan for national development may rest partly on some of the circumstances discussed earlier in this chapter but just as often on a range of fluctuating and unpredictable events. Domestic politics, international alliances, the policies of aid-giving agencies, will play as great a role as any local analysis of the requirements for social welfare.
Within the limits set by national planning decisions, social welfare policy makers must determine what attention should be given to short-term emergency measures, how much to long-range planning of preventive services. What should you do about the crippled, the blind, the hungry, the chronically ill, the delinquent? All the resources at your disposal can hardly make a dent on the problems represented; every penny you spend reduces your chance of providing more radical measures to cut the problems at their roots. Strong political pressure will be exerted on social welfare organizations to provide dramatic relief measures. Public understanding will not easily accept the reasons for investing in long-term planning measures.
This dilemma for social welfare planners can never be resolved in the context of such a debate. The answer must be found within the society itself, through its people and its institutions. There is merit in illustrating here, some of the measures taken to this end in a number of developing countries.
