This lack of interaction means there is little opportunity for residents to organize concerted action to deal with the problems of their living environment. Crime, though not serious, is not unusual in the THAs. Some residents regularly complain about the theft of female underwear, assaults by indecent peepers and their fear of burglars. In addition, fire is another issue of great concern. Two blocks in the Ping Shek THA were destroyed by fires in 1991. Some residents in our informal interviews complained about the authority's indifference to their safety. However, their awareness of crime and other dangers does not translate into collective action. It seems that the lack of interaction among neighbours means they have no opportunity to learn that collective action is a possible way of dealing with their common problems.
In short, the low degree of groupness among the ATHA residents can be attributed to the lack of social networks or any pre-existing organization which could foster a sense of belonging and group identity. As a result, concerted collective action among the ATHA residents turns out to be difficult. Nonetheless, we note that this argument would be challenged by the proponents of the collective behaviour perspective who contend that a low degree of social cohesion among the residents leads to such a high level of alienation and anxiety that in turn enhances the propensity to participate in collective action (Kornhauser, 1959; Lipset, 1960).
However, even if the THA residents are characterised by the lack of social cohesion, we did not find a high degree of frustration among the 30 respondents; on the contrary, the majority were very satisfied with the social environment of Hong Kong as a whole. In our findings, only 3 respondents (10%) were disappointed with the government or the welfare system and 5 gave no concrete answer, whereas 22 respondents (73%) rated highly the freedom they enjoyed and the low degree of government intervention in social life in Hong Kong. As most of them are refugees from mainland China, their unpleasant experience of the social and economic life in China seems to reinforce their positive appraisal of Hong Kong. As one respondent pointed out:
I've been here [in Hong Kong] for nine years. Hong Kong people are really of high efficiency in work, but life is too tense. I feel the Hong Kong government is a good administration, better than the Chinese government. No one is checking you all the time. You commit no crime, then, you'll be alright. In mainland China, no matter whether it is big or small issue, some guy is checking you. Moreover, the Hong Kong government gives us no less social welfare. Anyway, the government is fairly good. I can't tell you clearly how good it is, but if you ask me to choose, I go for the Hong Kong government. More freedom here, freedom in thought, and no one is watching you
