In 2011 Loehmann worked in the Independence Police Department where he had emotional problems related to a girlfriend. At a shooting range, he was “distracted and weepy.” A supervisor concluded he “would not be able to substantially cope, or make good decisions,” during stressful situations. After six months, the department allowed him to resign. Continuing to apply for law-enforcement jobs, the Cleveland PD hired him three years later but never reviewed his Independence personnel file.
