Juxtaposition of the mapping framework with the tertiary concepts of mobilization, implementation, and institutionalization suggests that fourth order change equates to institutionalization, while second and third order change are roughly equivalent to implementation phases. Higher-level implementation phases are differentiated by assessment of the impact of actions, an indicator of critical importance to organizational learning efforts.
Despite the seemingly linear nature of cultural change theories, the attainment of different levels of diversity culture change is not absolute and phases can overlap. For example, Adrienne Andrews, CDO at Weber State University, a large open access public university in Ogden, Utah, states, âWeber toggles between implementation and institutionalization.âAndrews, an African American female, describes the impact of university leadership on cultural change as follows:
We have leadership from the top that is saying diversity and inclusion is critical for our ongoing success. It changed the conversation campuswide which also started to change the culture, which was one that wasnât actively exclusive but historically had the potential to be a lot better. People are now asking different questions about our climateâ¦. Once people get here, how do we make sure that they feel included, that they have every opportunity to succeed, where does the scaffolding need to be? So different questions are being asked that make us have an improved climate for all people.
Furthermore, although the university has institutionalized programs such as an annual diversity summit in its eighteenth year and a Native American summit in its eleventh year, Andrews is working toward restoring a team-based college diversity structure that had existed a decade earlier with representatives from each college and division participating in a universitywide committee.
Given this overview of the phases of a diversity culture shift, we next identify specific characteristics of each phase of the change process.
